omg i typed a response and pressed cancel. I remember 2 week follow up he removed a HUGE piece of bloody tissue from my right nostril. typing this with finger in right nostril. feel like it provides me with some relief.

Not sure but my guess is that it was not a huge piece of tissue but more like a scab and/or dried blood from some of the healing 

can outfracture cause ENS?

I HIGHLY doubt it, unless the blood supply is damaged in the process and the turbinate dies (decays away, aka necrosis).  Often outfracture is done in COMBINATION with other reduction techniques as in your case; outfracture with coblation.  Mine was outfracture with "submucosal resection of bone" but the soft tissue died off so I basically have a partial turbinectomy of the front 3rd.
