It does sound that way but it is not the worst part. This is claimed to be the least invasive procedure that is performed. If I remember correctly, Houser has claimed that he has not seen any ENS cases from outfracture.

It is definitely worse to remove a lot of tissue or to cauterize tissue. Coblation is supposed to be less damaging than cauterization since the procedure is performed with much less heat.
