Well, I for one can speak from experience on this. I got ENS from a doctor who was supposed to only fix my septum, instead he butchered my turbinates and made my septum even worse.  4 Months Later I went to another doctor and complained about my ENS symptoms, that doctor did a ct scan on me and showed me that I had a severely deviated septum still leftover. When I brought up possible ENS, my new doctor at first blamed it on my terribly deviated septum. So 1 month later, the new doctor rebuilt my septum perfectly straight and even showed me on the newest ct scan, but unfortunately, I still felt horrible from the ENS.

So in my honest opinion, a deviated septum cannot make you suffer from the brutal symptoms ENS is known for. Trust me, I fell down and shattered my septum in about 3 different places. I couldnt breath at all through my nose, but never did I get a single ENS symptom. I for one wished I never went to the doctor in the first place. For me, having a broken nose that I couldnt breathe out of would be certainly better than the ENS im suffering from now.
