I am thinking about Balloon sinuplasty myself (if I can afford it). In principle they won't cut that much with this method, but it also depends on the person that does the procedure to you (sometimes they cut part of the middle turbinate to reach some sinus ostium).

Another problem is that the ENT can tell you he won't touch the Inferior Turbinates, but then during the surgery he may do it and even won't tell you about that. There have been cases about that, and even after pressing him about that question, he may say "Yes, I reduced them so now you can breath much better".
